Robbin Beard

Director, Military Aviation and Installation Assurance Siting Clearinghouse

As Executive Director of the Military Aviation and Installation Assurance Siting Clearinghouse (since August 2025), and previously as Deputy Director (from December 2022), Robbin Beard provides strategic leadership for the Department's efforts to ensure mission compatibility is a central consideration in national energy development. She directs the Clearinghouse's Mission Compatibility Evaluation Process, overseeing the review of over 6,000 energy proposals each year. Further, Ms. Beard coordinates Clearinghouse policy development, research, and collaboration with the military services. In her role, she leads the Department's collaboration with the energy industry and state and local governments to identify and overcome impacts to military testing, training, and operations.

Before joining the Department of Defense as a civil servant, Ms. Beard provided contractor support to the Air Force Mission Sustainment (AFMS) Program (2016-2022) under the Deputy Assistant Secretary of the Air Force for Installations. As the AFMS Program Manager, she executed program priorities, including policy and planning for encroachment management and promotion of compatible energy development in support of Air Force missions.

Ms. Beard is an Air Force Retiree.  She holds a Bachelor of Science in Business Management from National-Louis University, a Master of Science in Administration from Central Michigan University, and a Project Management Graduate Certificate from Wester University.
