Steven Sample

Executive Director, Military Aviation and Installation Assurance Siting Clearinghouse

Steven Sample has served as Executive Director of the Military Aviation and Installation Assurance Siting Clearinghouse since 2020. In this role, Mr. Sample guides the Department's efforts to ensure national energy development considers mission compatibility in all planning and development stages. Mr. Sample oversees the Clearinghouse’s Mission Compatibility Evaluation Process, which reviews over 6,000 energy proposals annually. He also coordinates Clearinghouse policy development, research, and work with the military services. As Executive Director, Mr. Sample leads the Department's collaboration with the energy industry and state and local governments to identify and overcome impacts to military testing, training, and operations.
 
Before joining the Clearinghouse, he served in various leadership roles in the Ranges and Airspace Division of Air Force Headquarters from 2002-2013. Most recently, Mr. Sample served as Chief of Operations Sustainment for Air Force. In this role, he oversaw the policy and planning for various encroachment, readiness, and sustainability matters, including identifying and addressing potential impacts from wind farms, transmission lines, and other energy and non-energy projects. Mr. Sample received a Master's Degree in Strategic Studies from the U.S. Army War College and a Bachelor's Degree in Psychology from George Mason University.

Robbin Beard

Deputy Director, Military Aviation and Installation Assurance Siting Clearinghouse

In December 2023, Robbin Beard was selected as Deputy Director of the Military Aviation and Installation Assurance Siting Clearinghouse since.  In this role, Ms. Beard develops as well as initiates management techniques and practices to facilitate the Department's efforts to ensure national energy development considers mission compatibility in all planning and development stages.  She oversees the Clearinghouse’s Mission Compatibility Evaluation Process, which reviews over 6,000 energy proposals annually.  She also coordinates Clearinghouse policy development, research, and work with the military services.  As the Deputy Director, Ms. Beard leads the Department's collaboration with the Clearinghouse’s Working Group, Federal Aviation Administration, and the energy industry to identify and overcome impacts to military testing, training, and operations.

Before serving the Department of Defense as a civil servant, Ms. Beard provided contractor support to the Air Force Mission Sustainment (AFMS) Program under the Deputy Assistant Secretary of the Air Force for Installations from 2016-2022.  Most recent, she served as the AFMS Program Manager setting and executing program priorities including overseeing policy and planning for encroachment management and promotion of compatible energy development with Air Force mission requirements.

Ms. Beard is an Air Force Retiree.  She holds a Bachelor of Science in Business Management from National-Louis University, a Master of Science in Administration from Central Michigan University, and a Project Management Graduate Certificate from Wester University.
